THE REGULATIONS FOR THE FOURTH EDITORIAL BOARD OF THE JOURNAL OF SCIENCE AND TECHNOLOGY OF CEREALS, OILS AND FOODS
According to the announcement file of No.19 , issued by the Academy of National Food and Strategic Reserves Administration, China, there are the regulations for the Fourth Editorial Board of the Journal of Science and Technology of Cereals, Oils and Foods as follows.

Chapter I General Provisions
Article 1: In order to better promote the healthy development, further improve the quality and academic level, enhance the international and domestic influence, and give full play to the role of the editorial board of the journal of Science and Technology of Cereals, Oils and Foods, combine with the actual situation of the journal, articles of the Regulation were hereby formulated here.
Article 2: Members of the Fourth Editorial Board of the journal of Science and Technology of Cereals, Oils and Foods, (Short for "Editorial board members"), including Consultants, Chairman, Vice chairman and Members, are appointed and awarded certificate by the Academy of National Food and Strategic Reserves Administration, China, the sponsor of the journal, and the editorial office of the journal is authorized to perform the daily affairs and secretarial duties of the board.
Article 3: The consultants provide advice, help and constructive suggestions for the work of the editorial board to facilitate the development of journal. The work of the board is led by the chairman. The vice chairman assists the chairman to provide technical guidance and relevant leadership for the journal work.
Chapter Ⅱ Duties of the editorial board members
Article 4: To participate in editorial board meetings and other activities, implement editorial board resolutions. Listen to the journal’s work report, guide the editorial office to plan topics according to the development trend of the discipline and the needs of the authors and readers.
Article 5: To actively organize, recommend, write and invite other industry experts to contribute high-quality reviews or research papers, referentially recommend innovative manuscripts funded by national, provincial or ministerial funds to the journal. Every member should write or recommend at least one article for the journal. If having suitable conditions, the member may be the host of a special column of the journal.
Article 6: To actively participate in the review of manuscripts, check the quality of manuscripts, adhere to scientific and fair principles to review, and ensure the academic level of the journal.
Article 7: To assist the editorial office to publicize the journal and provide strong support for the journal’s publication and related activities.
Article 8: To consider important issues of journal editorial office, to put forward constructive suggestions on the work of editorial board, editorial office and journal development, and to provide information related to discipline development.
Article 9: To recommend editors and reviewers and train authors. To recommend responsible and outstanding young scientific researchers in own area and unit as candidates for the editorial board members and peer reviewers.
Chapter Ⅲ Rights of the editorial board members
Article 10: Has the honor of publishing name in the list of editorial board members during the editorial term
Article 11: Have the priority to publish the manuscript of their contributions or recommendations under the same conditions, as well as the right to apply for reduction or exemption of page fees.
Article 12: Have the rights of self-recommendation, recommendation or the right to be recommended in the next editorial board.
Article 13: Have the right to get the paper version of the journal for free and access preferentially to digital publishing information.
Article 14: At the end of each term, the editorial office will organize a selection of excellent editorial board members, and give commend and reward to the excellent members who have contributed more manuscripts, recommended more high-quality manuscripts, reviewed manuscripts with high quality and made great contributions to other aspects of the journal.
Article 15: All kinds of academic conferences and expert forums organized by the journal are free of meeting fees to the members.
Article 16: The major academic honors and achievements of obtained by the members or their teams can be publicized and reported in the journal free of charge; the advertising of business products is only charged for printing cost.
Chapter Ⅳ Meeting of the editorial board members
Article 17: The meeting of all members is proposed by the chairman of the editorial board and undertaken by the editorial office.
Article 18: The editorial board evaluates and consults on the development orientation, thinking direction, overall plan, important work and system construction of the journal, and puts forward opinions and suggestions.
Article 19: In case of special issues which requiring professional and technical consultation, the editorial office should report to the vice chairman to organize at least 5 editorial board members of relevant disciplines to hold a special meeting for deliberation and decision. Urgent issues can be deliberated and decided by letter or email.
Chapter Ⅴ Term of the editorial board members
Article 20: The official term of editorial board member is three years, and it will be adjusted from time to time according to the work situation or needs.
Chapter Ⅵ Supplementary provisions
Article 21: The regulations had drafted by the journal editorial office, revised and improved by soliciting the opinions of all members, and has been deliberated and approved by the chairman and the council of the sponsor unit. It is effective from the date of promulgation until expiration of the editorial board term.
